Strategies for Enhancing the Component of Authority in the Water Governance System of the Country

Abstract

The water crisis in various parts of Iran indicates a vague and challenging future 
that will threaten the continuation of life and activities in Iran. For several 
decades, the country has been exploiting water resources in an unsustainable and 
wasteful manner. Although water scarcity and drought are not new issues in Iran, 
in the present era, the consequences of limited access to clean water have led to 
water stress in most regions. This is not the end of the story, as experts believe 
that poor policymaking in water governance has led to the misuse of existing 
water resources. Therefore, many of the existing problems are related to issues of 
policymaking and the pattern of water governance in the country. 
Hence, this research aims to investigate the pattern of water governance in the 
country and some of the influential indicators in the degree of its authority, 
namely the indicators of participation, legitimacy, and rule of law. It also seeks 
to identify some of the institutional shortcomings of the country's water 
governance system.
